Sailorpluto is a mysterious, dark-skinned woman who is guards the edge of the world and the universe. As the oldest and most knowledgeable of the senshi, she acts almost like a mother to the others. Her birth and whereabouts are unknown and much remains secret but she is an invaluable (and important) warrior.
Sailorpluto was the first soldier of the Outer solar system introduced into canon. In the Black Moon arc, she was the mysterious soldier from the future who guards the Time Gates. Pluto was given three taboos to follow from Queen Serenity herself: 1) never to cross time 2) never leave her post at the door 3) never use her power to stop time.[1] She carries to blood of the god of time, Chronos, within her Garnet Orb talisman and must remain at the door. [2] You can imagine how lonesome such a position would be. To be unable to contact others; to watch only from a distance; to protect a well-hidden secret; great burdens fell upon this young woman.
However, in the future, we see Setsuna befriended by a young princess and a kitten. Small Lady, princess of the Silver Millenium, sometimes visits the misty abyss to talk with "Puu" (Pluto). She enjoys the company and begins to understand the meaning of companionship. Her calm and resonable nature balances well with the "growing pains" of the young princess. Small Lady makes Pluto smile and laugh, reactions seemingly inappropriate for the guardian of time. Pluto 
protected and bonded with the princess in ways that cannot truly be explained. When the kingdom is attacked by an enemy and the reigning queen is put into a deep sleep, she even helps Small Lady travel to the past with a "Time Key" to find Sailormoon. She finds new companionship in a young kitten named Diana who brings her news of the turmoil happening outside.
Eventually, things get to the point where the worlds of the past and future will collide and Pluto is only one who can do something to stop it. In Act 22, towards the end of the Nemesis arc, she is torn between keeping her promise to Queen Serenity and going to aide Sailormoon and the others in the the fight against Wiseman and Prince Demando. She knows the consequences of relinquishing her duties, but she sit-back and watch the world - all her friends - die. Diana, the guardian cat of the future, insists that Pluto goes to the palace and takes her place at the door -- two taboos have been broken. Shereveals herself and breaks the final taboo; she freezes time to allow Sailormoon to stop the destruction. But the cost is high: Pluto loses her life due to her disobedience.
We don't see Pluto again until Act 28 of the manga. Chibi-usa, the nickname given to Small Lady, sees a very familiar face in a crowd but doubts her feelings. Later, a young woman named Meioh Setsuna is attacked by an enchanted plant and almost killed. Before she is killed, the sign of Pluto appears on her forehead and Haruka and Michiru are transported to the room. Sailorpluto is reborn on earth through the power of Neo-Queen Serenity to fulfill a great mission along with Uranus and Neptune. She destroys the source of the deadly plant and explains the mission of the Outer soldiers to the Sailor Team. From then on, Setsuna becomes a welcomed part of the Sailor Team.
In her life on earth, Setsuna continues her friendship with Chibi-usa and grows ever more attached to her Outer-soldier companions. She forms almost a family unit with Haruka, Michiru, and Hotaru and holds as a nurse at Juuban Elementary. Setsuna develops a liking for fashion and design and begins a special interest in her own style.[3]
As the soldier of the underworld, it is no surprise that her attacks relate to death and the spiritual realm. "Dead Scream," "Chronos Typhoon" and others utilize the power of the Garnet Orb, her talisman, making her a very powerful warrior. It is no wonder why it was once taboo to use these moves; and why she was forced to use them regardless.
